It Really Is Bigger In Rural Small Town Texas By City
Manager
The Terrell model for development has garnered national attention around
the country.
According to William M. Leavitt and John C. Morris of Old Dominion University
in Norfolk, Virginia, "The City of Terrell provides the framework
necessary to empower local governments, public authorities and developers
to work together and provide needed infrastructure services." (July
2007) Public Works Management and Policy Journal.
The director of the Keston Institute for Public Finance and Infrastructure
Policy at the University of Southern California, Rich Little, states "A
lot of other places will get to go to school on the Terrell lessons."
